JINJA CITY — Minister for Local Government Hon. Balaam Barugahara has opened the FY2027/28 Local Government Budget Consultation Workshop for leaders from the Busoga Sub-Region, calling for a budgeting process that puts the needs of ordinary citizens at the centre.

The workshop, organised by the Ministry of Finance, Planning and Economic Development, brings together leaders and stakeholders to discuss priorities that should inform planning and resource allocation for the next financial year.

Opening the consultation, Minister Balaam emphasised that a good budget process must begin with the people and should respond to the real needs faced by communities across the country.

He urged local government leaders to ensure that priorities identified at parish, sub-county, municipal and district levels are properly captured in development plans and translated into improved public services.

Balaam stressed that budgeting should not only focus on allocating money but also on achieving measurable results that improve the lives of citizens.

He further called for stronger accountability in the management of public resources, noting that every shilling allocated to local governments must be used responsibly and deliver value to the people.

The Minister encouraged leaders in Busoga to actively participate in the consultation process by presenting the challenges and priorities of their communities, saying their input is critical in shaping a responsive national budget.

He concluded by reaffirming the need for people-centred budgeting, results and accountability, urging leaders to take responsibility for ensuring that public resources translate into tangible improvements in service delivery.
