KAMPALA — Wakiso District Woman Member of Parliament and Shadow Minister for Local Government, Hon. Betty Ethel Naluyima, has stepped up parliamentary scrutiny of Yumbe Regional Referral Hospital, questioning hospital officials over procurement records and queries raised by the Auditor General.
Naluyima, who is a member of Parliament’s Public Accounts Committee (PAC) responsible for examining accountability issues involving public institutions, pressed the hospital officials to explain discrepancies surrounding key procurement documents presented before the committee.
Her questions focused particularly on bid notices and shortlists, with the legislator seeking clarification on why some of the documents were reportedly not available when auditors visited the hospital but were later presented during the PAC proceedings.
“We also need to verify the notices they are giving us… the shortlists, they were not there,” Naluyima said during the proceedings.
She further questioned how documents that had not been produced during the audit process could subsequently be presented to the committee, stressing the importance of verifying the authenticity and timing of records submitted in response to audit queries.
The Yumbe Regional Referral Hospital officials appeared before the PAC on Friday, September 18, 2026, to respond to issues contained in the Auditor General’s report for the financial year 2024/25.
The Auditor General’s report for Yumbe Regional Referral Hospital is among the official 2025 audit reports covering the 2024/25 financial year.
During the proceedings, the committee examined several issues affecting the hospital, including procurement, staffing and financial management.
The hospital is facing a major staffing gap, with 1,011 vacant positions out of an approved establishment of 1,246, leaving the facility with only 235 staff.
The committee also scrutinised concerns relating to salary overpayments, procurement inconsistencies and the hospital’s capacity to provide specialised services.
Naluyima emphasised that proper documentation is essential in protecting public resources and ensuring that government funds allocated to health facilities are used for their intended purposes.
Her intervention also highlights the broader role of Parliament’s Public Accounts Committee in following up Auditor General’s findings and requiring accounting officers to provide explanations and supporting documentation.
As Shadow Minister for Local Government, Naluyima has continued to raise issues concerning accountability, service delivery and the management of public institutions, particularly where weaknesses have the potential to affect citizens.
The scrutiny of Yumbe Regional Referral Hospital comes at a time when the facility is also seeking to address gaps in specialised health services and infrastructure.
Naluyima’s questioning placed particular emphasis on the need for transparent procurement processes, complete records and clear accountability whenever public institutions are required to respond to audit queries.
The PAC is expected to continue examining the issues raised in the Auditor General’s report and require the hospital management to provide any outstanding documentation and clarification.
