KAMPALA, UGANDA — Jinja South Division East Member of Parliament and Chief Opposition Whip, Hon. Paul Mwiru, called for respectful language and constructive engagement among legislators while raising a point of order during parliamentary proceedings.
Mwiru appealed to the Speaker to guide the discussion, arguing that members involved in the matter should focus on finding a solution rather than engaging in exchanges that could divert attention from the issue under consideration.
In his remarks, Mwiru referred to Minister for Health Hon. Chris Baryomunsi and expressed concern about the direction of his comments regarding another legislator, whom he identified as Hon. Lydia.
The opposition legislator questioned whether Baryomunsi’s approach was consistent with the guidance provided by the Speaker, suggesting that the discussion should remain focused on resolving the matter before Parliament.
Mwiru emphasised the importance of allowing the relevant teams to meet and discuss the issue, indicating that such engagement could provide an opportunity for members to examine their differences and work towards a common understanding.
He further cautioned legislators against using language that could be interpreted as judging or attacking fellow members, urging them to exercise restraint when contributing to debates on the floor of Parliament.
Addressing fellow legislators, Mwiru stressed that parliamentary discussions should provide room for honest engagement, with members concentrating on the substance of the matter rather than the language used against one another.
His intervention highlighted the role of the Speaker in guiding parliamentary debate and maintaining an environment in which members can raise concerns, challenge arguments and pursue solutions through established parliamentary procedures.
