KAMPALA — Wakiso District Woman Member of Parliament Hon. Betty Ethel Naluyima has raised concern over the welfare and morale of local government workers, calling for greater attention to the challenges affecting public servants.

Naluyima made the submission while attending a sitting of Parliament’s Committee on Public Service and Local Government, where matters concerning public service and local government administration were being discussed.

She acknowledged the efforts of the Ministry of Local Government in improving service delivery and strengthening accountability across the country.

However, Naluyima cautioned that the fight against corruption and disciplinary measures should be handled in a manner that does not unnecessarily demoralise committed government workers.

She referred to concerns involving local government staff who have served for years and questioned how government is addressing their career progression, particularly officers who have acquired additional qualifications.

The MP also raised questions about correspondence and decisions involving the Public Service Commission and the Ministry of Public Service concerning the placement and progression of local government officers.

Naluyima asked the responsible authorities to explain what measures are being taken to ensure that public servants are fairly treated, motivated and given opportunities to advance according to their qualifications and experience.

Her submission comes amid continued government efforts to strengthen accountability, fight corruption and improve service delivery in local governments, with Naluyima urging authorities to balance enforcement with measures that protect the morale and effectiveness of the workforce.
