KAMPALA, UGANDA — Hoima City Woman Member of Parliament, Hon. Nyakato Asinansi, has called on the Government of Uganda to lead by example in enforcing minimum standards in schools, raising concerns over overcrowding at Hoima Public School.
Speaking on the floor of Parliament on Thursday, October 29, 2026, during consideration of the Minister of Education and Sports’ statement on minimum standards in schools, Nyakato emphasised that government must ensure public schools comply with the same standards it expects private institutions to observe.
In her submission, the legislator pointed to Hoima Public School as an example of a government school whose pupil population exceeds its available capacity, raising questions about the adequacy of infrastructure and the ability of schools to provide a suitable learning environment for all learners.
Nyakato argued that the enforcement of minimum standards should not be limited to issuing guidelines but must be accompanied by practical measures to address the challenges facing public schools.
She called for greater government commitment to ensuring that school infrastructure, classroom space and other essential facilities correspond with the number of learners enrolled in different institutions.
The MP’s concerns come amid broader discussions on improving school standards, protecting learners and strengthening accountability within Uganda’s education sector.
Her submission also highlights the need for the Ministry of Education and Sports to assess the conditions of government schools and identify institutions where enrolment has outgrown available facilities.
Nyakato’s intervention places the question of overcrowding at the centre of the debate, as Parliament considers how minimum standards can be effectively implemented across schools serving different communities.
The legislator maintained that government should demonstrate compliance through its own institutions, ensuring that public schools provide an appropriate learning environment before expecting all other schools to meet the prescribed requirements.
Hon. Nyakato Asinansi represents Hoima City, in the Bunyoro sub-region of western Uganda. Her parliamentary contribution calls for stronger oversight and practical government action to ensure that school standards translate into better learning conditions for Ugandan children.
