KAMPALA, UGANDA — Oyam North County MP, Dr. Eunice Apio Otuko , has asked the government to clarify the status of presidential pledges made to Otwal Senior Secondary School in Oyam District in 2010.

Speaking on the floor of Parliament on Thursday, October 29, 2026, Apio Otuko reminded the House that President Yoweri Kaguta Museveni pledged to construct a girls’ dormitory at the school and provide a bus to replace its old, non-functional lorry during his visit to the area.

The legislator noted that 16 years had elapsed since the commitments were made and sought clarification on whether the government still intended to fulfil the two pledges.

“Should we still be hopeful for this pledge?” Apio Otuko asked, seeking an update from the government on behalf of the people of Oyam County North.

Responding to the concern, Minister Ogwang explained that since the presidential pledge involved a school, the matter fell under his ministry’s responsibility.

He told Parliament that he would review the ministry’s records regarding the commitments and provide the House with an update in due course.

The minister’s response followed Apio Otuko’s request for clarification on the construction of the girls’ dormitory and provision of a replacement bus, both of which were pledged during the President’s 2010 visit to Otwale Senior Secondary School.

However, Ogwang did not announce a specific implementation timeline for the two commitments, leaving the people of Oyam North awaiting a further update from the ministry on the fulfilment of the presidential pledges.
