KAMPALA — Lugazi Municipality Member of Parliament Hon. Richard Senteza (Salongo) has called for fairness, proper legal representation and respect for due process during a COSASE meeting with Mobile Money Operators and Haba Group officials.
Senteza made the submission on Wednesday, September 16, 2026, as the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) continued its oversight engagement on matters involving the mobile money sector and Haba Group.
The Lugazi legislator emphasised the importance of ensuring that parties appearing before the committee are given an opportunity to receive appropriate legal representation and present their cases in accordance with established procedures.
Senteza explained that individuals may be represented by authorised law firms, particularly where they are unable to appear personally before the committee.
“A law firm is a legal entity… authorised to represent someone in his or her absence,” Senteza stated.
He further explained that where a legally recognised law firm has received written instructions from its client, it should be able to act on that person’s behalf in the proceedings.
Senteza Seeks Fair Opportunity for Witness
Senteza urged the committee to consider the request before it and allow the concerned witness to appear and present their case fully.
His intervention focused on fairness, respect for legal representation and due process, while recognising the responsibility of COSASE to thoroughly examine matters placed before it.
The MP’s submission also highlighted the importance of ensuring that parliamentary oversight proceedings give all concerned parties an opportunity to explain their positions before the committee.

Senteza’s intervention puts emphasis on the principle that accountability and due process should go hand in hand, particularly when Parliament is examining matters involving individuals, private entities and statutory institutions.
