CAPE TOWN, SOUTH AFRICA — Hon. Dr Emely Kugonza, Member of Parliament for Buyanja East, is among Ugandan legislators participating in the 69th Commonwealth Parliamentary Conference (CPC) taking place in Cape Town, South Africa.
The conference, running from 13 to 19 September 2026, has brought together Speakers, Members of Parliament, parliamentary officials and other decision-makers from across the Commonwealth to deliberate on issues affecting parliamentary democracy and governance.
The 69th CPC is being hosted by the Parliament of South Africa and the Commonwealth Parliamentary Association (CPA) South Africa Branch under the theme: “Strengthening International Law and Parliamentary Democracy in a Changing World Order: Commonwealth Leadership.”
Dr Kugonza is part of the Ugandan parliamentary delegation accompanying the Speaker of Parliament, Rt. Hon. Jacob Marksons Oboth.
Other members of the delegation include Hon. Naome Kabasharira, Hon. Otim Benard, Hon. Fortunate Rose Nantongo, Hon. Silas Aogon and Hon. Adrine Katusiime.
The conference provides legislators with an opportunity to exchange experiences and discuss contemporary parliamentary challenges, including inclusive trade, accessible Parliaments, disability inclusion, climate adaptation and resilience, artificial intelligence in Parliaments, human rights, peace and post-legislative scrutiny.
The gathering also features the 10th Commonwealth Women Parliamentarians Conference, the CPA General Assembly, CPA Executive Committee meetings, the 42nd CPA Small Branches Conference and other parliamentary engagements.
Uganda’s participation provides its legislators with an opportunity to engage with parliamentarians from different jurisdictions and exchange experiences on strengthening parliamentary institutions, democratic governance and effective representation.
The 69th Commonwealth Parliamentary Conference is one of the major annual gatherings of the Commonwealth Parliamentary Association, bringing together representatives from nearly 180 Parliaments and Legislatures across the Commonwealth.
