KAMPALA, UGANDA — Dr. Eunice Apio Otuko, Member of Parliament for Oyam North representing the Uganda People’s Congress (UPC), has asked the government to clarify the status of presidential pledges made to Otwale Senior Secondary School in 2010.
Speaking on the floor of Parliament today, October 29, 2026, Apio Otuko reminded the House that during a visit to Oyam North 16 years ago, President Yoweri Kaguta Museveni pledged to construct a girls’ dormitory at Otwale Senior Secondary School and provide the institution with a bus to replace its old, non-functional lorry.
The legislator expressed concern over the time that has elapsed since the commitments were made, noting that the people of Oyam North were still seeking clarification on whether the pledges would eventually be fulfilled.
Apio Otuko said the proposed girls’ dormitory was among the commitments made during the President’s 2010 visit, raising questions about when the school would receive the promised infrastructure.
She also asked the government to explain the status of the promised bus, which was intended to replace the school’s defunct old lorry and support its transportation needs.
The MP directed her appeal to the Right Honourable Prime Minister, requesting an official update to inform the people of Oyam North about the progress made towards implementing the two pledges.
“Should we still be hopeful for this pledge?” Apio Otuko asked, seeking clarity on whether the commitments remained part of the government’s plans.
Her submission placed renewed attention on the implementation of longstanding presidential pledges and the need for government communication with communities awaiting promised public infrastructure and institutional support.
The Prime Minister’s response and the current implementation status of the two pledges were not included in the submission provided. The government’s clarification is therefore needed to establish whether the girls’ dormitory and replacement bus will be delivered and, if so, within what timeframe.
