KAMPALA, UGANDA — Hoima City Woman Member of Parliament, Hon. Nyakato Asinansi, has asked the Ministry of Works and Transport to explain delays in developing and gazetting regulations for several transport-related laws that remain without the required implementation framework.
While presenting her submission on the floor of Parliament, Nyakato, who serves as the Shadow Minister for Works and Transport, said the absence of regulations was a concern that required clarification from the responsible ministry.
She identified four laws, including the Uganda Air Cargo Corporation Act, Cap. 207; the Inland Water Transport Act, Cap. 234; the Uganda Railway Corporation Act, Cap. 216; and the Uganda Road Fund Act, Cap. 2019, as legislation requiring attention regarding their implementation regulations.
Nyakato told Parliament that she had previously written to the Right Honourable Prime Minister raising concerns that the laws lacked regulations to give them effect. She urged the government to explain why the required regulations had not been completed and gazetted.
The legislator asked the Minister of Works and Transport to present an updated status report on each of the affected laws and provide a clear timeline for completing the outstanding regulations.
Responding to the concerns, the Minister of Works and Transport thanked the Shadow Minister for raising the matter, describing it as an important policy issue that the ministry had begun addressing.
On the Uganda Railway Corporation legislation, the minister explained that the existing regulations had been repealed and Cabinet had approved the Railways Bill, 2026, which is expected to be presented to Parliament for debate and approval before the subsequent regulations can come into force.
Regarding the Uganda Road Fund Act, the minister said the ministry had been conducting internal consultations with stakeholders as part of the process of developing the necessary regulations.
The minister further revealed that consultations and public hearings were underway concerning the Uganda Air Cargo Corporation Act and the Inland Water Transport Act. The ministry plans to prepare draft regulations after the public hearings and submit them to the Attorney General for guidance before gazetting them.
The minister’s response outlined the steps being taken to address the regulatory gaps, although a specific completion timeline for the outstanding regulations was not provided in the submission. Parliament is expected to follow up on the process to establish when the regulations will be finalised and brought into force.
