KAMPALA, PARLIAMENT: Lugazi Municipality Member of Parliament Hon. Richard Senteza Salongo has pressed officials from the Uganda Registration Services Bureau (URSB) to explain the enforcement of laws governing registered entities and the recovery of outstanding money owed to government.

Senteza raised the concerns today while questioning URSB officials before Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), where he demanded answers on compliance, accountability and the protection of public resources.

The legislator questioned why some entities had been allowed to operate without complying with the relevant legal requirements, arguing that authorities should take appropriate action against those that fail to observe the law.

Senteza challenged the officials to explain the measures taken to recover outstanding funds, stressing the need for effective enforcement rather than allowing financial obligations to remain unsettled.

He also questioned why authorities continued to deal with entities whose legal status was in doubt, asking why the relevant laws were not enforced when such concerns first emerged.

The Lugazi Municipality MP further raised concerns about entities that continue filing annual returns despite having outstanding financial obligations, calling for clarity on how compliance is assessed and enforced.

Senteza also turned his attention to companies in which government holds shares, questioning how their financial performance is monitored and how the public benefits from such investments.

Using a company in which government reportedly holds a 91 per cent stake as an example, he asked whether it should be treated as a private company or a government-owned entity, raising questions about the appropriate accountability framework.

He further demanded explanations on how dividends and losses are reported, who benefits when such companies make profits, and who bears the losses when their businesses perform poorly. Senteza’s questions underscored the need for transparency in the management of public investments and the recovery of money owed to government.
