KAMPALA, UGANDA — Budadiri East Member of Parliament Julius Nakiyi has expressed support for the ongoing human resource audit in Parliament, calling for comprehensive reforms to strengthen recruitment procedures and improve institutional accountability.

Nakiyi said the audit presents an important opportunity to review Parliament’s human resource management systems and address weaknesses that may have affected the recruitment and deployment of staff.

He called for the establishment of strong internal controls to guide parliamentary operations, promote transparency and ensure that recruitment decisions are based on merit, competence and established procedures.

The legislator raised concerns about what he described as unfair recruitment processes, arguing that they have disadvantaged qualified individuals from humble backgrounds who lack connections to influential people in positions of power.

According to Nakiyi, employment opportunities should be accessible to all qualified Ugandans, regardless of their social or economic backgrounds, rather than favouring individuals with proximity to powerful personalities.

He emphasised that recruitment into Parliament should prioritise qualifications, professional experience, integrity and the ability to perform assigned responsibilities effectively.

Nakiyi further warned that employing staff who lack the required qualifications and competencies could undermine parliamentary business, weaken institutional efficiency and compromise the quality of decision-making within the legislature.

He maintained that Parliament, as a key institution responsible for legislation, representation and oversight, requires competent personnel capable of supporting its constitutional responsibilities and maintaining public confidence.

Nakiyi made the remarks during an interview with NBS Television on October 23, 2026, where he reiterated his support for the human resource audit and called for meaningful reforms to promote fairness, professionalism and accountability in parliamentary operations.
