KAMPALA — Wakiso Woman Member of Parliament Hon. Betty Ethel Naluyima has called for strict adherence to Parliament’s Rules of Procedure governing the presentation of treaties, protocols and international agreements concluded or signed by Government.

Rising on the floor of Parliament, Naluyima invoked Rule 41(1), which requires a Minister to present to the House a treaty, protocol or international agreement within 90 working days after it has been concluded or signed.

The legislator emphasised that the requirement places a clear obligation on Ministers to ensure that Parliament receives such agreements within the stipulated timeframe for consideration and scrutiny.

Naluyima’s intervention focused on the importance of ensuring that international commitments entered into by Government are brought before Parliament in accordance with the established parliamentary procedures.

She noted that timely presentation of treaties and other international agreements enables Parliament to exercise its oversight responsibilities and ensures that Members have an opportunity to scrutinise agreements entered into on behalf of the country.

The Wakiso legislator further stressed the significance of following the Rules of Procedure, particularly where agreements concluded by Government have implications for Uganda and its citizens.

Her intervention comes amid Parliament’s consideration of additional treaties, protocols and international agreements entered into by Government, underscoring the need for the Executive to comply with the timelines provided under the Rules.

Naluyima’s submission has therefore renewed attention to the 90-working-day requirement, with the legislator calling for the established parliamentary process to be respected to strengthen accountability, transparency and effective oversight of Uganda’s international commitments.
