FORT PORTAL, UGANDA — Burahya County Member of Parliament Hon. Joseph Mugenyi Owebikorwa has explained the central role of the Omusuuga in Tooro Kingdom, describing the traditional leader as a key figure in protecting the Babiito royal clan, safeguarding the kingdom’s interests and guiding royal succession.
Mugenyi, who represents Burahya County in Kabarole District on the National Resistance Movement (NRM) ticket, said the Omusuuga occupies a significant position in the traditional leadership structure of Tooro Kingdom. He explained that the office is closely connected to the royal clan from which Tooro’s kings trace their lineage.
According to Mugenyi, the Omusuuga’s responsibilities extend beyond ordinary clan leadership to include protecting the stability and continuity of the kingdom. He emphasised the importance of the office in preserving cultural values, maintaining order within the royal family and ensuring that the kingdom’s traditions are respected.
The legislator further explained that the Omusuuga assumes particular importance when a reigning king dies, as the kingdom must follow established cultural procedures to determine the next monarch. He said the office provides traditional leadership during such transitions and helps guide the royal clan through the process.
Mugenyi’s remarks are particularly relevant following the death of Omukama Oyo Nyimba Kabamba Iguru Rukidi IV on August 27, 2026, which brought the question of succession to the forefront of Tooro Kingdom’s affairs. The late king had ruled the kingdom since childhood, following the death of his father, Omukama Patrick David Matthew Kaboyo Olimi III, in 1995. <Cite refs={[“turn643620search0”,“turn643620search5”]}/>
Following the death of King Oyo, the Babiito royal clan, under the leadership of Omusuuga Charles Kayondo Kamurasi, took a central role in the traditional succession process. The clan selected Prince Edward Rukidi Kijanangoma on September 9, 2026, and the kingdom’s Supreme Council endorsed the succession on September 15, 2026. <Cite refs={[“turn643620search3”,“turn643620search4”]}/>
The succession process culminated in the installation of Omukama Edward Rukidi Nyabongo I as the new king of Tooro Kingdom. The transition demonstrated the importance of the royal clan and its traditional leadership in maintaining continuity within the monarchy. <Cite refs={[“turn643620search3”]}/>
Mugenyi’s explanation also highlights the distinction between the political leadership representing communities in Parliament and the cultural institutions responsible for preserving the kingdom’s customs. As a legislator representing Burahya County, he brings the discussion of Tooro’s traditional leadership into the broader public conversation about the preservation of cultural heritage and the responsibilities of traditional institutions.
As Tooro Kingdom continues under its new monarch, the role of the Omusuuga and the Babiito royal clan remains important in preserving the kingdom’s identity, respecting established traditions and promoting unity among the people. Mugenyi’s remarks underscore the significance of understanding these traditional institutions and their place in the continued history of Tooro Kingdom.
