KAMPALA — Budadiri East Member of Parliament Hon. Eng. Julius Nakiyi Muntu has called for fairness and the benefit of the doubt as the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) continues examining issues involving mobile money operators, digital lending and Haba Group.
Nakiyi made the remarks on Wednesday, September 16, 2026, during a COSASE sitting attended by representatives of mobile money operators and Haba Group officials.
Addressing the Chairperson, Nakiyi urged the committee to focus on conduct and compliance with the law rather than the background or origin of individuals appearing before it.
“We are pan Africans. So for us, it doesn’t matter where you come from. What matters is what you are doing and whether you are working lawfully,” he said.
Nakiyi also appealed to the committee to give the benefit of the doubt to a female witness who appeared unfamiliar with the formal parliamentary setting.
He cautioned against immediately interpreting her unfamiliarity with the proceedings as an indication of wrongdoing.
“It is not that maybe she may be trying to do things in the wrong way. You know, not everybody comes to Parliament. So I do ask that we give her benefit of doubt,” Nakiyi said.
The legislator further suggested that the witness could provide additional information to the committee after the formal proceedings.
“Maybe she can talk without the Clerk after this to see if she can give more information,” he said.
Nakiyi’s intervention came as COSASE continued its scrutiny of mobile money operators, digital lending activities and matters involving Haba Group.
His contribution centred on ensuring that witnesses are treated fairly and given an opportunity to provide information as the committee continues gathering evidence and seeking explanations on the matters before it.
