KAMPALA – Jinja City South East Member of Parliament and Chief Opposition Whip Paul Mwiru has called on the Ministers of Education and Local Government to present a clear guidance document to Parliament, saying the House needs proper direction on the matter under discussion.

Mwiru made the remarks while responding to Minister of Local Government Balaam Barugahara during proceedings on the floor of Parliament, where the minister had offered clarification on the issue.

The legislator began by thanking the minister for his explanation but reminded the House that earlier guidance from the Speaker had directed the Ministers of Education and Local Government to jointly develop a document to guide the matter.

He questioned the delay in providing the guidance, emphasising that both ministries needed to fulfil the earlier commitment and present a document that would clearly explain the applicable requirements.

Mwiru argued that certain terms and descriptions should not be interpreted in isolation because their meaning could change depending on the circumstances and context in which they are used.

Using the example of sugar, he explained that what might be considered excessive in one situation could be reasonable in another, depending on the context. His argument was aimed at demonstrating the importance of having clear and practical guidelines.

He further referred to the issue of food flasks, pointing out that the matter required careful consideration rather than making general conclusions without understanding the circumstances involved.

The Chief Opposition Whip maintained that the involvement of both the Education and Local Government ministries was necessary to provide a common position and prevent confusion among those expected to implement the guidance.

Mwiru’s intervention placed renewed focus on the need for the two ministries to present the promised document, giving Parliament and other stakeholders a clear framework for addressing the matter.
