MUKONO DISTRICT – State Minister for Trade, Industry and Cooperatives (Industry) Hon. David Bahati on Thursday, November 5, 2026, presided over the groundbreaking ceremony for Pamoja Packaging and Industrial Solutions Limited at Namanve Industrial Park in Mukono District, in a move aimed at strengthening Uganda’s local manufacturing capacity.

The investment, supported by the Uganda Development Corporation (UDC) with UGX 28 billion, is expected to boost domestic production of packaging materials, create employment opportunities and reduce the country’s dependence on imported industrial products.

Speaking during the ceremony, Bahati highlighted Uganda’s estimated annual expenditure of US$500 million on imported polymers and packaging materials, describing local manufacturing as an important opportunity to retain more resources within the country’s economy.

He noted that establishing domestic production capacity would help address the country’s reliance on imported packaging materials while supporting industrial growth, job creation and value addition.
The minister called upon investors to take advantage of Uganda’s growing market and available investment opportunities, emphasising that the country has the potential to become a competitive manufacturing hub within the region.
Bahati further stressed the need for Uganda to increase local production, reduce unnecessary imports and strengthen industries capable of supplying products required by the domestic market and neighbouring countries.
The Pamoja Packaging investment is expected to contribute to the country’s industrialisation agenda by strengthening the supply of packaging materials used across different sectors, including food processing, beverages, pharmaceuticals and other consumer industries.
The development also reflects the government’s efforts to attract strategic investments through UDC, supporting enterprises that can expand production, strengthen local supply chains and generate employment for Ugandans.
Bahati’s participation in the groundbreaking ceremony underscored the government’s commitment to promoting industrial development, with local manufacturing expected to play an important role in Uganda’s economic transformation.
