PARLIAMENT – KAMPALA – Kabarole District Woman Member of Parliament Hon. Pamela Annet Kirungi has demanded accountability from Kampala Capital City Affairs officials over Shs1.5 billion allocated for activities related to road development under the Greater Gauteng Metropolitan Urban Development Programme.

During her submission on the floor of Parliament on Friday, October 16, 2026, Kirungi questioned the utilisation of the funds, particularly the progress made on engineering designs for 30 kilometres of Batch 2 roads under the programme.

The legislator noted that Shs1.5 billion had been budgeted for the activities, while Shs1.499 billion had reportedly been spent, despite the activities being only partially implemented.

Kirungi expressed concern that only feasibility studies had been undertaken, yet no road designs had been developed, raising questions about the progress made against the substantial expenditure.

She asked the accounting officer to explain the current status of the engineering designs for the 30 kilometres of Batch 2 roads and indicate when the designs would be completed.

The MP also questioned whether the consultant had been paid for work that had not yet been completed, seeking clarification on how the payments corresponded with the actual progress of the assignment.

Kirungi further demanded that the responsible officials provide the contract and payment schedule promptly to enable scrutiny of the agreement and establish the terms under which the funds had been disbursed.

Her submission highlighted concerns about accountability in the implementation of publicly funded infrastructure projects, particularly where significant expenditure has been recorded before the planned technical work is completed.

The questions raised by Kirungi call for clarification from the responsible authorities on the status of the road designs, payments made to the consultant and the steps being taken to ensure completion of the planned activities. Any response from the accounting officer would help clarify the outstanding issues surrounding the project.
